CIO Project Management Office (PMO)

The PMO provides structure and leadership of IT projects and programs through the establishment and implementation of a consistent project management methodology, project selection process, standards, training, templates and tools. Supporting multiple stakeholders, this office is responsible for IT Project & Portfolio Management, IT Program Management and IT Strategic Planning.

A. IT Project & Portfolio Management

The PMO manages the project selection process and oversight of the County IT project portfolio to the CEO and Board of Supervisors.

Benefits:

  1. Manages selection of Countywide IT initiatives over $150K via the IT Investment Review Board
  2. Provides transparency and accountability to the Board on Countywide IT projects over $150K through the Quarterly IT Project Status & Risk Assessment Reports
  3. Provides Independent Verification & Validation (IV&V) and Project Oversight (IPOC) Services for major IT projects
  4. Provides Countywide project management training on methodology, standards, guidelines, and policies to ensure projects are managed effectively and consistently
  5. Promotes IT project management best practices through the County PM Community of Practice
  6. Provides project management support to Agency and CEO-IT projects

B. IT Program Management

The PMO provides leadership and development of Countywide or regional programs to achieve on-going business objectives that are often dynamic. The program is sponsored by County Executive leaders to achieve specific goals.

Program Definition
A County Program focuses on the coordination of a number of related projects and other activities over time to deliver specific business objectives and outcomes that benefit the County. Reporting to an Executive Sponsor and Steering Committee, a Program Manager is assigned to perform the following:

  1. Develops and manages program objectives, governance, approaches and outcomes
  2. Establishes and publishes program priorities and budgets
  3. Facilitates collaboration through the establishment of both technical and business working groups as required.
  4. Works with appropriate stakeholders to establish policy, standards, guidelines and principles in support of the program
  5. Directs and manages implementation of new services, changes and enhancements
  6. Manages stakeholder satisfaction
  7. Oversees operational efficiency
